59 is a number that has psychological significance.
I agree that of more significance is whether the 59 is 11, 12, or 13
under par.
A 59 is as good Hank Aaron's home run record with differrent distances
to the outfield walls than Babe Ruth's record with pitches that didn't
come in as fast.

No, it's almost exactly as difficult to score 59 on a par 70 as a par 72.
The difference is generally that a par 72 has more par 5s, which a pro
should be birdieing anyway (when scoring conditions make a 59 possible).

They won't truly be "equal", since they're on different courses and all, but
in general, it's tougher to shoot under par on a par 70 than on a par 72
because of the absence of par 5s and the likelihood that they're replaced
with tougher-than-normal par 4s, so that 11 under on a 70 is almost as tough
as 13 under on a 72.

If the goal were to try to identify the best round ever, it would
undoubtedly not be one of these rounds. But there's no denying that it's the
lowest recorded score.
