I'm thinking that each level of banking was figuring that the loans
wouldn't fail until the next guy's watch.

I'd love to see corporations giving its top dogs money in line with
what they did a couple of decades ago - but let them get wealthy by 10
year delayed stock options. This short-term mentality hurts almost
as much as guaranteed salaries does.
