In the '90's, a brilliant liberal legislature along with an idiotic, liberal insurance commissioner in Washington state championed a law that all applicants have to be accepted without regard to pre-exisiting conditions (just like Obama promises). People waited until they were sick, bought health insurance, and rates rose through the roof, correlating to horrific claims experience. (I know of one Oregon man who moved to Washington to get his open heart surgery paid for.) Anyway...the death spiral began, with young, healthy policyowners becoming uninsured. Finally, all the insurers quit writing new business. For two years plus, an individual could not buy health insurance. -Greg
