I'm agreeing that there is a higher percentage of meth users who are
addicted than alcohol users who are alcoholics.

It's completely relevant to the point you made.

People who are not alcoholics -- people who are not addicted to alcohol
-- many would stop drinking if it were made as illegal as meth is, but
fewer alcohol addicts would stop.

Hence the percentage of alcohol users who are addicted would rise.

I'm pointing out that the difference in the legal status of the two
substances skews meth users towards addicted.
