50% of the population of the jail is citizens.

When you take a look at who is committing the crimes it is not that
incredible. It is satisfactory performance.

We don't profile in my county, we go out of our way to not profile. If a
white police officer pulls over a non-white person he has to submit a
report descibing all of the details. This report is county mandated, not
state or federal.
