She doesn't qualify as an independent contractor. She can't determine
when and where she cleans your house.

A plumber can't determine when: he has to make an appointment with you.

He can't determine where: he has to do it where the plumbing is.

Why is it necessarily different with a house cleaner?

That is not a prerequisite for independent contractor status. I'm an
independent contractor as a high school wrestling official, but I
can't determine when or where the matches are. As for the housekeeper,
she can determine *where* she cleans my house. She cleans my house at
my house.
