I think he is caught in the error of thinking of Elizabeth governing in
the sense that Dubya did. In other words, not at all. They are alike in
that regard, although only one of them intentionally.

Sovereign and govern sound fairly similar. It probably hasn't dawned on
him that they might have different meanings.
