The US began to stray well before Jimmy Carter. It goes way back to
the so called "progressive" era in the late 19th Century. That's when
people began to get the idea that the government should try to
establish fairness in economic matters.

Ironically, this movement was fueled by two of the greatest robber
barons that ever lived, J.P. Morgan and J. D. Rockefeller. No doubt
that they both were so full of guilt for all the bad things they did
that wanted to make up for it. There's nothing wrong with that as
long as they don't get the idea that they should have the government
force other people to do it.

The two worst Presidents were FDR and LBJ. Social Security and
Medicare were the two worst programs ever enacted by Congress.
Carters, Community Investment Act was bad, but nothing in comparison.
