No way is it replenished "in a big way every winter." This year seems
to be the first in several that looks like the snowpack will even
reach normal levels, and the season is winding down.

The fishing issue is more about preservation of species and habitat
than about water rights. West of the Mississippi water rights have
historically been a fighting issue.

The San Joaquin Valley, much more than the Sacramento Valley, has been
developed by irrigation. The settlers in a strip some thirty to fifty
miles from the foot of the Sierra depended on stream water; everything
west of there was basically desert until *deep* well pumps were
developed. The giant agribusiness development of the last half
century depends almost totally on water brought south and west by the
major canal systems. I grew up in that area, and much of it has
become a crowded rural slum since I lived there.

Los Angeles brought water from the Owens Valley (including the Mammoth
area) starting in 1913. It's only now making nice about relinquishing
some of that water back to where it comes from--to alleviate dust
storms in the dry Owens Lake bed.
