Hi Denis,

The player is entitled to relief without penalty.



If the tree is a young tree and the Local Rules say that relief must be
taken from young trees identified as such by being wrapped in plastic, then
relief must be taken in accordance with Rule 24-2. Otherwise the plastic is
an obstruction.



It rather depends how the plastic is attached to the tree as to whether it
is classed as a movable or immovable obstruction.

If it is still tied to the tree as opposed to being loosely wrapped around
it, then it is probably an immovable obstruction and relief may be taken
under Rule 24-2 (the nearest point of relief must be determined which is not
nearer the hole and the ball lifted and dropped within one club-length of
that point).

If the plastic can be easily be removed then it is probably a movable
obstruction and the player may proceed under Rule 24-1 which would mean
lifting the ball, removing the plastic and then dropping the ball on the
spot immediately below where it had lain in/on the plastic.

(The ball may be cleaned when lifted.)
