19-5. By Another Ball

a. At Rest

If a player's ball in motion after a stroke is deflected or stopped by a
ball in play and at rest, the player must play his ball as it lies. In
match play, there is no penalty. In stroke play, there is no penalty,
unless both balls lay on the putting green prior to the stroke, in which
case the player incurs a penalty of two strokes.


Assuming stroke play, B incurs a penalty of 2 strokes. A replaces his
ball.

That depends if it's matchplay (1) or stroke play (2). See RoG 19-5 a.
(RoG = Rules of Golf)

(1) no penalty
(2) 2 strokes penalty for B. He should have demanded A to mark&lift
his ball according to RoG 22-2.

A's ball will have to be replaced to it's original position (RoG 18-5).
B plays from where his ball came to rest (RoG 19-1 in stroke play).
