I'm not sure where your incomprehension comes from. The two concepts are not
mutually exclusive. He is all talk, IOW, he promises large and delivers
nothing. This is exactly what "the rubes" that voted for him are finding
out. He is alleged to be a great speaker when properly prepared and
prompted. I have never thought so, because, to me, a great speaker has to
have great content; Obama has never had content, but he says nothing better
than anyone else I've ever heard.
