There are many people in the DC area who bought houses that had a
specific type of exterior finish. The finish was substandard and allowed
water to get into the walls of the houses. The cost of remediation for
the purchasers of these houses could get up to $250,000 in some cases.
They had home owners insurance but the home owners insurance didn't
cover the problem.

I don't believe anyone should be forced to join the pool of the insured.

But, they should be presented with a bill when leaving the hospital. If
they do not pay their bill then the hospital should sue them to recover
the costs that the person incurred.
