Once again I am amazed by your powers of observation.

Approximately 60-80% of those with time served (3 yrs as Lt. Cmdr)

About 40-60% of those eligible (3 yrs as Cmdr)

About 45% of those eligible (3 yrs as Capt)

Of entering Ensigns, about 38% to frigates or destroyers, about 11% to a
major command (cruiser, destroyer squadron)

Perhaps in your world people have to flaunt the most meagre
achievements. However, in others, and higher education in general, we
tend not to make a fuss about them. It's deemed to be poor taste.

Gosh, that is really stellar, isn't it?

Because he doesn't want to. It would spoil his day.
