If they have holes open in front of them they should let them through.
However, sometimes it doesn't help. Yesterday we called a twosome
through our foursome, only to have them stalled behind the groups
(several) in front of us. Really nowhere to go for them. There was
also another twosome behind us. Why the pro shop didn't put these
guys together is beyond me.

Yeah, it's pretty scary when the big bad foursome says no and you have
to stand there and do nothing for 7 minutes.

In Europe, at least where I´ve been around, it´s a rule of etiqette
that the solitary player has no right whatsoever. Let him through if
you feel like it - or don´t. But four guys are obliged to let a
twosome through, at least if there is an open hole in front of you.
The same applies if your foursome is slow and there is a group
waiting. I for one hate the feeling when a lonesome, unhappy fellow
stands there staring at me when I´m focusing on a 6-footer - so I let
him through. F

That's the policy at our course.

Singles generally play in the late afternoon, and they may send out
some very early, but I never see them. We play mid-mornings.
I might add that we play fivesomes too. Sitll finish in less than
four hours...as a rule.
